The Quality Assessment Tool (QAT) is a tool to measure the quality of a community or barangay Disaster Risk Reduction and Management (DRRM) Plan. It has 9 Key Elements required of a BDRRM Plan as mandated by RA 10121 and other related policies. Each element contains Quality Benchmarks (QBs) with specific sets of required Criteria and Sub-criteria that should be reflected in the BDRRM Plan.
